Los Angeles Community College District Selects
URS Corporation & DMJM to Manage Construction Phase of $2.2 Billion College Improvement Program

April 11, 2007 (LOS ANGELES)— The Board of Trustees of the Los Angeles Community College District today announced the hiring of URS Corporation to provide program management services for the District’s $2.2 billion bond construction program.  URS will serve as the prime contractor with DMJM as the subcontractor.  The Board’s decision was the result of a rigorous request for proposals process that included submissions from five firms.

“As we move from a planning/architectural focus to full scale construction, hiring URS and DMJM gives us the best of both worlds,” said Darroch “Rocky” Young, LACCD’s Chancellor.

URS Corporation is a Fortune 500 company and is the #1 ranked global design firm by Engineering News Record Magazine.  URS has 1,700 professionals in the Southern California Region and has successfully delivered on major Southland projects, including Los Angeles Unified School District’s $19.2 billion school construction program and UCLA Westwood and Santa Monica Hospital’s $1 billion construction program. DMJM, which served as the primary program manager since 2001, is credited with driving the successful planning process that has resulted in the completion of master plans at each of the District’s nine colleges as well as the construction of numerous buildings.

URS Corporation has named James Sohn as Program Director.  Sohn was previously Deputy Director of Construction forthe Los Angeles Unified School District’s school construction program where he previously served as Director of Operations. While with LAUSD, Sohn was personally responsible for construction/operational control of $13 billion in construction projects. His experience also includes overseeing the $337 million construction program at Rio Hondo Community College.

“The Board’s action today will take our construction program from good to great,” said Larry Eisenberg, Executive Director for Facilities Planning and Development at LACCD, who directly oversees the bond program.  “URS’s expertise in complex construction projects makes them the best choice and we will still benefit from DMJM’s experience.”

LACCD’s contract with URS includes a set of ten performance metrics that will allow LACCD to gauge the program management team’s results against tangible indices.  Additionally, the value of the 5-year contract will be 3% of the remaining construction program, down from the previously budgeted 4%, thereby allowing LACCD to benefit from significant cost savings estimated at $15 - $20 million.
